to get quality backlinks, you need quality site and people will link to you once in a while. other than that, you can generate quality sub-sites with content related to your main site and link back to yours. Squidoo lens, hubpages, they all offer great quality one way contextual backlinks

yup you can do so on google.

i've heard that social networking sites like facebook and twitter, as well as bookmarking sites and article/pr sites are good places to start.

Have money? Go the paid way. Hire people inher to do article writing. Make a lens. Hubpage.

All are good quality. Just do it. Something is better than nothing.
